In the seven weeks since the last FOMC meeting, the dollar has declined 4.2% against the euro and 1.7% relative to the yen. The 4-basis point net drop in the 10-year Treasury yield and 1.1% slide of the Dow Jones Industrials belie the extreme financial market volatility experiences during the period. A more representative barometer of the chaos was the 13.2% plunge in the price of West Texas Intermediate crude oil. When the Fed last met, Fed Chairman Powell maintained the view that both Fed policy and the U.S. economy were well positioned to weather the big changes in U.S. fiscal, regulatory, trade and foreign policies. The Federal funds target had been lowered by a full percentage point to 4.25-4.50% from the September through the December meetings. Data had not changed yet as a result of those policies, and indeed considerable uncertainty existed over the final parameters of the policy changes to be done. The economy had done fine in the final three months of 2024, and prudence suggested that officials await clarity before committing to further movements in their interest rate.
Much of this overview still pertains to the current landscape. Trade policy went through a stage of daily changes that still is happening. While GDP dipped in the first quarter, that period was distorted by tariffobia. Employment growth averaged a decent 181k per month in March and April. Survey evidence like the PMI surveys and gauges of business and consumer confidence has been more worrisome, but the Fed is relying most heavily on hard data. Monetary officials did scale back the likely number of rate cuts this year to two or fewer and indicated that it may be several meetings before rate normalization takes another step. That message will be sounded again today and no doubt elicit another harsh thumbs down from the president. Powell will choose his words carefully at the press conference that starts in less than an hour.
